Construction Products Directive CPD
The CPD specifies the essential security requirements for building products, which includes the components for fire protection installations in buildings. Furthermore the BPS specifies the conditions for displaying the CE label. Conversion of the guideline into German law was accomplished with the "Bauproduktengesetz (BauPG)".
CE Labelling in accordance with CPD Products of Fire Protection Technology
As opposed to other EU guidelines, the BPS does not stipulate a fixed introduction date for CE labelling. According to CPD and "BauPG", CE labelling for a specific construction project is only possible after a technical specification with relevant transitional periods for CE labelling has been published in the EC Offical Journal for the construction product.
For products of fire protection technology the technical specifications normally are harmonised European standards (hEN), which were created by CEN and have been anchored as the basis for CE labelling in a so-called harmonisation process. For this purpose every "hEN" contains an Appendix ZA, where details of the proof of conformity procedure as specified by the European Commission are stated.
If a hEN is published in the EC Offical Journal with relevant transitional period for CE labelling, it means that,
- the corresponding building elements may be labelled with 'CE' as from the start of the transitional period, provided that they comply with the relevant "hEN",
- and that the relevant building elements must comply with the relevant "hEN" and must be CE labelled as from the end of the transitional period.

The European Commission has specified a uniform procedure for proof of conformity (System 1) for fire protection technology products. In this proof of conformity procedure a Notified Body according to CPD must be engaged, which issues a conformance certificate based on a first inspection of the product and a first expert opinion of the manufacturing site and an in-house product inspection, and then regularly monitors the in-house product inspection.
VdS - Approved Notified Body acc. CPD
VdS is a Notified Body acc. the Construction Products Directive CPD (Ref. No. 0786) and offers all modules of the proof of conformity procedure, including the issuing of the EU Conformity Certificate. The notification refers to the individual standards as published in the Offical Journal of the EC.
It is the aim of VdS to also offer CE proof of conformity procedures in future, in addition to the VdS approval procedures for products of fire protection technology covered by the CPD. For this purpose VdS will apply for notification as a Notified Body according to CPD for the relevant products as soon as the Deutsches Institut für Bautechnik will allow such applications.
Since June 2004 VdS also is Notified Body for door closers and fire protection doors according to EN 1154 and 1155.
Orders for Issuing EU Conformity Certificates
If you place an order on VdS for issuing an EU conformity certificate, inspections and audits which already have been performed in connection with VdS-Approval of products of fire protection technology can be taken into consideration for the proof of conformity procedure in accordance with CPD. For building elements already approved by VdS, it can be assumed that the modules of the proof of conformity procedure have already been covered partially or in total.
For manufacturers it is advantageous if VdS is tasked with issuing the EU conformity certificates for VdS-approved building elements in good time. Obviously certification for building elements not yet approved by VdS can also be applied for. In this case VdS recommends to apply for VdS approval simultaneously, because in future only VdS-approved building elements may be employed in VdS-approved installations.
